California legislators are requesting to know why specialists under contract with the California Department of Corrections and Rehabilitation disinfected almost 150 female prisoners in four years without needed state regard and, as some case, decidedly influenced or even deceived a percentage of the ladies into closing down.
One specialist even supposedly proposed that the methodology might help the state spare on welfare.
While not part of a formal sanitization system, the surgeries were performed with disturbing recurrence. Calls to Heinrich and the California Department of Corrections and Rehabilitation were not quickly returned.
